The following is a proposal intended to reduce the "barrier to entry" for our minor league draft as currently structured. My original league performed the initial setup similar to this proposal. I had intended to perform the draft completely unrestricted, but can see benefits to this from an overall effort perspective haha.
The setup at the moment is to supplement the 10 MiLB keepers you already have with a 40-round draft. That will amount to 1200 minor leaguers owned, going significantly beyond the depth of most online publications and internet minor league coverage.
In order to reduce the amount of time required to research/guess at low-level minor leaguers, I am proposing to shorten the length of the minor league draft, and allow GMs to fill the remainder of their minor league roster with only undrafted minor league eligible players from their own franchise's minor league system.
The benefits I see are: 1. Less time investment/initial knowledge of low-level minor leagues required 2. Established MiLB rosters sooner 3. A deeper player pool for the offseason Minor League Free Agent Draft, as the 6 unowned franchises will inevitably have a few breakout prospects that will not be chosen in the in-franchise end portion.
The attached poll outlines three choices, with varying lengths of minor league drafts, resulting in different amounts of in-franchise prospects.
For example, the first proposal would result in the following roster: 10 franchise keepers (already set) 20 Initial Minor League Draft prospects 20 Franchise prospects not selected in the original 10 franchise keepers or 20 round Initial Minor League Draft

I chose 30 because I believe it to be a happy medium. And looking at it from my teams perspective. The braves milb system is likely to be gutted anyway in a 20 round option. Allowing me some extra flexibility in the draft to repair that via research. But, I won't complain with any of the above.
Also by the math...24 x 30 =720 Top 30 by team -10 for the 24 owned. = 480 specs. 30 x 6 unopened teams =180
Totals out 660
So the 30 round option only puts out about 60 players beyond publication. But that could easily include ifa fillers.
Seems right to me

Most programs should be depleted after 20 rounds, leaving 20 org darts. I don't mind staying within publication for the draft and then going beyond publication for your own org depth. I'd rather track darts from my own team then some random kid from a team I'm not really paying attention to. Honestly I'm fine with all options, but the first is definitely less time intensive, taking place in 40 round prospect drafts can be tedious.

I'm sending you a message with more detail and you can decide whether to post it. I'm not upset or trying to start anything at all, but just want all sides considered before we change rules. I've been making decisions based on a set of rules that keep changing so I just think we should nail down the rules before we keep moving forward.

With 17/24 votes in (7 for 20 + 20, 7 for 30 + 10, 3 for unrestricted), I'll make the decision to proceed with a 30 round Initial Minor League Draft followed by what I will call the "Franchise Fill" period. During this period following the 30 round Initial Minor League Draft each GM will be able to add still-undrafted prospects from within their franchise to his 50-man MiLB roster. All unowned minor league-eligible players (less than 130 AB / 50 IP in the MLB) present in each respective franchise are eligible for selection. That means that this Franchise Fill period might result in more or less than 10 prospects being selected, though teams are not required to fill the MiLB roster to the 50 player maximum. For example:
The Cubs promoted 3 of their initial MiLB keepers to the 27-man roster to begin the 2017 season. MiLB roster of 7 players The Cubs selected 30 minor leaguers in the Initial Minor League Draft. MiLB roster of 37 players The Cubs selected 13 minor leaguers from the Cubs real-life farm system in the Franchise Fill Period. MiLB roster of 50 players
The Franchise Fill period will apply after every subsequent in-season Amateur Draft, allowing GM's the opportunity to refill their team's MiLB roster to the 50-man maximum.
The Constitution will be updated in order to reflect this rule change.

The draft will start on Friday at 08:00 EST!!!
- 12 hours per pick. No adjustment for overnight periods or time zones for the sake of simplicity. - If a GM exceeds their time allotment they are skipped, but can make up skipped picks at any point until the final pick in the draft is made by posting in the appropriate round's thread. In other words the skipped pick is still "open" to be used whenever the GM can. - There is no "hold" point for Co-Commissioner verification of a valid pick. If a pick is made that is not valid the draft will not be held up. The GM that made the illegal pick will need to re-pick at any time - the illegal pick is treated the same way as a skipped pick. - Trades of picks can happen at any time. An on-the-clock pick that is traded can be selected by its new owner once BOTH GMs involved in the trade post confirmation on its trade thread. No need to wait for commissioner approval. "Open" / skipped picks can be traded and treated the same way, as they too are on-the-clock picks.
Logistics: Each round of the draft will have its own thread under the 2017 MiLB Draft folder. David/Dale to pre-post all round threads prior to the draft. The minor league database will be linked at the top (blue) bar of the proboards page. This should be ready by Friday, but no promises. I'll update the league once ready. Big thanks to David and Dale for making that database happen.
