Garrett Cooper's not eligible for free agency, is he?
He hasn't surpassed MLB rookie limits yet (only 43 MLB ABs).

I think it's because he was picked up as an in season free agent last year.

Cooper hasn't surpassed the rookie requirements and would have been eligible for the Milfa draft. Our constitution doesn't specify that being over the rookie requirements is a condition for offseason free agent eligibility.
I think this needs some work in the constitution to specify that players who were on the 25 man roster of an MLB team during the previous season (and were thus eligible for inseason free agency during the last season) are also eligible for offseason free agency during the following offseason

Almonte is in the same boat fwiw, only I’m not sure he was even on a roster. To me you shouldn’t be eligible for both the draft and FA but the Constitution does allow for FA eligibility if a player is currently on the 25-man roster. Whether it should apply to the offseason is tricky since there is no 25-man roster till Opening Day
Judging by what Curtis said above it sounds clearer, specifying anyone active at any point the previous season thus both guys should be eligible per the rule.

I agree with Hasan, that was how I interpreted the Constitution and what Curtis said backs that up.

Yeah we can certainly amend this rule for next offseason - open for discussion in the Rule Discussion thread if anyone feels strongly about it. But with the rules as written I think I have to stick with this ruling. With that said, the Indians bid stands
