Following the conclusion of round 10 of the AMAT draft teams will have until Sunday Aug 19 2359 EST to perform the following steps:
1. Franchise Fill Select any number of players (up to the maximum of 60 minor leaguers) drafted and signed by their MLB affiliate (e.g. MLB Cubs for the JBL Cubs) during the 2018 MLB First Year Player Draft and unsigned in the AMAT draft as "Franchise Fill" players. This is a great way to fill your 60 man minor league roster up to 60 players with lottery tickets. I recommend Google-ing "2018 (Team Name) Draft Selections" and going to the mlb.com link, and using the control+F function in the league spreadsheet to search all sheets for the players you are looking to add.
2. 60 minor leaguers max Waive minor leaguers in order to reduce the total number of unpaid minor league players in their system to 60. Remember that these are un-revocable, and players waived can be claimed by any other team.
If you do choose to claim a player waived by another team, post the player that you will drop in order to keep your minor league roster at a maximum of 60 players.
This will eliminate the need for multiple iterations of these "make-sure-everyone-is-at-60" periods.
Note: Draft selections from non-2018 First Year Player Drafts and International Signees are not eligible as franchise fill candidates. These are all minor league free agents, eligible for selection in this offseason's MiLFA draft.
Post your franchise fill selections and any waived minor leaguers in the Minor League Waivers forum titled "(Team) Franchise Fills".

Two questions.
1) Are players who went undrafted in the actual MLB draft, but signed with a team after the draft eligible for franchise fills? 2.) If a player from our MLB team was drafted in our draft, but is not added to that teams 60 man roster, are they eligible to be a franchise fill?

1) should be a definite no...the only players that would apply to are IFA's, and they're only eligible for the postseason MiLFA draft
2) I don't know what you're asking, you can only add players through the minor league drafts/fill if you add them to your 60-man minor league roster. You can add 2 or 22 players through the franchise fill, depending on how many players the Dodgers drafted and signed, that weren't drafted in the ten rounds here. But you have to have or make room for them on your roster by waiving or promoting current minor leaguers.

1) I’m not talking about IFAs. I’m talking about undrafted US college players who sign with a team after the draft. I’ll use Kiki Melendez as an example. College player, not drafted, signed by the Angels after the draft, and now playing in A ball already. If the Angels had a team in this league, could he be a franchise fill for them?
2) It states in the rules that you don’t have to add all players you draft to your 60 man minors. Maybe you just don’t have space for a 10 th rounder or whatever. So let’s just say for whatever reason I didn’t add Nick Madrigal to my minor league roster by the deadline. Would the White Sox be able to add him as a franchise fill?

1) Well you’re really trying to dig deep if you’re looking at essentially 41st round guys and beyond lol (since teams get 40 rounds in the real life draft), I’ll let Curtis take this one from here cause it’s almost a technicality now.
2) I assume he just meant you don’t have to add them if you have a full minor league roster (say you get autopicked late or you like your system so much you don’t think a drafted player is better than any of your 60 guys), but if you don’t you’d lose the rights to that player surely. I don’t think he means you could keep control of them without adding them otherwise you could control 100-120 guys over time if you could maintain control over drafted prospects without actually rostering them.
As for the Madrigal example I’d have to think yeah White Sox could then add him if you renounced the pick, depends on timeline I guess but that’s another technicality I’m not 100% sure on. I’m more positive you’d lose him forever than White Sox could get him since technically you don’t have to decide not to roster anyone till the deadline.

I would prefer to keep things simple and only use the link I included in the AMAT draft resources post to determine signing status, and limit franchise fill period to only drafted players that were signed. 2. Again for simplicity's sake I will say that players selected by another JBL team and subsequently waived are not eligible for franchise fill by another JBL team
