In my processing of the Rule 5 draft I found that we haven't been consistently following the (admittedly limited) guidance of the Constitution. The errors are mainly occurred from the following:
In the MLB, waiving a rule 5 selection means that the player is offered back to the team they were drafted from. That team may accept or reject the player in return. If rejected, the selection should be transferred off the 40 man (in our case to paid minors) of the team that drafted them. If accepted, the player should be transferred to the 40 man roster of the original team. We mainly transferred them to the unpaid minor league rosters. Our Constitution doesn't offer a lot of clarity on how to process this transaction, so I found it most fair to retroactively offer these players back to the original teams across the board - both if the player was not started for 10+ weeks and if the player was waived in season.
The impact of these errors is minimal. The players are all pre-arb or arbitration eligible making them also eligible to be non-tendered in the offseason (see Constitution section 6.7) so if you are stuck with a player you thought you have rid yourself of, he is probably going to be non-tendered anyways.
I'm seriously considering eliminating the Rule 5 draft from future seasons for the following reasons.
1. The rules are (in my opinion) very complicated due to their real-life complexities and the issues that arise in attempting to replicate that complexity into our league's format. The league is essentially a simplification of some real life roster mechanics, so it makes sense to me that we should also avoid undue complexity in a rule 5 draft.
2. Processing all of the 2018 rule 5 transactions was a major pain in the ass, and I'm still not sure I did so with 100% accuracy - plus I still have several more hours of verification of spreadsheets and Fantrax remaining.
3. Out of 34 rule 5 picks, 8 were retained via starting for the right number of weeks or trading for the rights to that player. This represents low utilization of the rule 5 process.
4. Starting rule 5 picks often encourages tanking, as the overwhelming majority of these players were not in the MLB for most of the season. This is not a strategy that I seek to encourage in this league, and will be actively trying to steer this league into the most competitive season to season format possible.
