Section 6.3 of the Constitution states: "There are four waiver periods. A player can only be waived once each period and a player successfully clearing waivers can be demoted at any time during the waiver period in which he was successfully waived. If a unsuccessfully-waived player is traded during a waiver period, he may be waived again by the new controlling team - e.g. a player can be waived once per period per team." Since they were waived by other teams during the current period, I'm not to sure you can waive them again. Maybe Curtis can weigh in here. (I'll PM him)

Curtis should be able to clear it up. As I'm reading it again, my interpretation is that Meyer/Slater - though not successfully clearing waivers - were allowed, without revocation, to be claimed by a new team and is thus able to be waived by the new team. I didn't think this situation was any different than if they were traded because they were never pulled back from waivers.
