I have an idea that could maybe work in this type of league. As an owner I'm always cognizant of the contract length of the players under contract and the value of the player due to his length of contract.
If we are able to resign players, before they hit free agency, it gives the club an idea of their roster and acquiring rentals.
Of course, resigning limits the ability of the player to cash in during free agency, so I propose an idea where the team will overpay a % of his value to concede free agency and resign with his team.
I traded Bregman last year, so let's say Bregman is worth 30 million a year via Fangraphs. If we come to a conclusion, that as an owner we are willing to go overpay him 20% and give him 36 million a year to concede FA, and resign. This will give owners more control of their current roster, while also overpaying the players, so it's fair to them and the league.
This would be right before FA begins, in my opinion, but we can discuss that.

I’ve been thinking of a similar, but different, idea to help teams keep players. I call it “home town discount”.
A player would be able to go through the normal free agency, accept bids, and finalize a winner after 24 hours. Then the “home team” would have the opportunity to sign the player for the same contract length, but at a 10% discount to the winning bid. So if Alex Bergman was offered $30 mil for 5 years, his original team would then be able to keep him for $27 mil for 5 years or let him go.
