- After assessing arbitration raises, I've decided that next offseason 24-25 all $600,000 base salaries will be increased to $700,000. In the following 25-26 offseason will be increased to match the $800,000 base salary established last offseason. This will prevent large disparities among arb-eligible player salaries for similar performance. I expect this affects team salaries by no more than $5 MM in most cases per year.
- Placeholder for roster lock rule post trade deadline - to deter waiving valuable players

A new clause has been added to section 6.5.1 Trade Deadline - the entire section now reads as follows with additional language in bold. This was in response to the post-deadline DFA of several relevant players here: juicedballleague.freeforums.net/thread/4711/yankees-dfaSection 6.5.1 - Trade Deadline and Waiver Claim Suspension PeriodThe trade deadline will be communicated in the JBL calendar, typically several days following the MLB trade deadline. Following this date only trades including current-season AMAT and MiLFA picks and prospects with no MLB experience (0 AB / 0 IP) will be allowed. This distinction allows draft pick trading to continue (AMAT often begins around this same time) and attempts to limit any MLB-contributors of impact being moved to contending teams during the final weeks of the season and in the post season. This date also corresponds to the last date that waiver and DFA claims will be processed in-season. A waiver or DFA made after this date proceeds as normal, but any successful claims will result in the claimed player moved to the claiming team’s roster after the conclusion of the JBL postseason.

The minor league waiver process we have been using post-AMAT and post-MiLFA drafts has been formally added to the Constitution. Also note that these periods are the only times that the 80-man roster limit will be enforced, allowing me to eliminate the need for minor league waivers otherwise and reduce a little bit of administrative burden!
Section 6.4 - Irrevocable Minor League Waivers
After the AMAT and MiLFA drafts occur, the 80 man roster limit will be enforced on each team’s minor league roster. At this point a minor league waiver board will open for posting irrevocable waivers with an ensuing claims period as detailed below: Teams able to post irrevocable minor league waivers for a determined time period following draft completion Waiver post period closes, and teams are able to submit waiver claims. If a successful claim would increase the claiming team above the 80-man minor league roster limit, an ensuing transaction to address the violation (prospect promotion or release) must be posted. Waiver period is run by a commissioner. The waiver priority list is shared with the regular major league waiver order detailed in section 6.2/6.3. All unclaimed minor leaguers are released
Outside of post-draft minor league waivers, the 80-man roster limit will not be enforced and minor league waivers not allowed due to not being necessary.

As discussed recently the 60-day IL will open for teams on March 16th. Following this date, the offseason restriction will be removed permanently, and the Constitution section 6.6 has been updated accordingly:
Effective March 16th 2024: Players transferred to the MLB 60-day IL may also be placed on a JBL team’s 60-day IL with an appropriate post in the transactions board. Such players do not occupy a 40-man roster slot and are placed into the injured slot on Fantrax. A prior rule restricting offseason use of the 60-day IL no longer applies.
