I'm wondering if it's possible for players to qualify for both the MiLB draft and (now that the regular season is starting) the In-Season Free Agency.
The MiLB Draft requirements is to have fewer than 130 AB/50 IP, but when I look over section 9.2 of the Constitution (below) I wonder if a player below the rookie threshold but who is currently on a major league roster would also be available for In-Season Free Agency bidding.
Here's the section in the Constitution:
The part of this that I'm having trouble parsing is that an unowned player who meets either of the 2 requirements may be posted, but then there appears to be a third requirement saying "a player must have had an MLB AB/IP in the immediately preceding 2 MLB season." Is this third requirement a part of the 2nd? Is it stand alone? Or does it apply to both of the first 2 requirements?
This is probably not even going to come into play, but I'm curious.
Take a guy like Jharel Cotton (who I picked earlier in the MiLB draft), if he were still on the board, could he theoretically be posted in the In-Season Free Agency on Opening Day because he would be "currently on a major league roster?"
Another example would be if there were an early season injury that forced an undrafted minor leaguer to the bigs. Can he be posted in In-Season Free Agency? Or does he fall to the next draft pick in the MiLB Draft?
Thanks,
Dave

Section 9.2 - In-Season Free Agency
Three days prior to Opening Day, Free Agency will be re-opened and at that time, players not on a Juiced Ball League roster may be posted as a free agent who meet the rookie requirements (130AB/50 IP). Commencing on Opening Day and thereafter during the JBL regular season until 11:59 PM on 8/27, any player not on a Juiced Ball League roster who meets one of the following two conditions may be posted as a free agent: (1) has exceeded rookie requirements (130 AB / 50 IP) or (2) is currently on a major league roster. To be eligible to be nominated, a player must have had an MLB AB/IP in the immediately preceding 2 MLB seasons, unless another JBL rule provides otherwise (ex.: the International Free Agent Rules). If not, he may thereafter become eligible for In-Season Free Agency provided he meets the requirements applicable thereto.
