After a player has cleared waivers, can they then be traded for just a minor league player (PTBNL)?
Example:
Team A Trades: Ichiro Suzuki (after clearing waivers)
Team B Trades: PTBNL
And if that is acceptable, can teams exchange minor league players this way?
Example:
Team A Trades: Ichiro Suzuki (after clearing waivers) And a PTBNL
Team B Trades: PTBNL

Seems that both should be allowed judging by the below (and the fact minor leaguers get traded irl):
My question to add to that which isn't specified there is can draft picks in the current draft also be traded during the post-waiver deadline? I'd assume that's the case if PTBNL minor leaguers can be traded.
And a couple other things, one - you can't deal minor leaguers after you waive them off the regular minor league roster, correct? I read minor league waivers to be they're released outright once they clear waivers, unlike major league waivers where you just put them in paid minors. And two - if you deal someone in paid minors that's already gone through waivers the team dealing for them can just place them in their own paid minors once the trade goes through?

Since the rules in the MLB are pretty nebulous, I'd like to make our rules pretty straightforward.
I'm proposing the following:
PTBNL can be on both sides of the trade. When posting a trade past the non-waiver deadline (8/2 11:59 EST) the PTBNL will be named (at the time of the trade, not later) and transferred to the other team's roster in the offseason.
Draft picks for either the upcoming offseason's MiLFA draft or 2018 AMAT draft can be included in such trades, functioning essentially as a PTBNL. Note that Rule 5 draft selections cannot be traded at any time.

Waived "unpaid" minor leaguers become minor league free agents eligible for selection in the MiLFA draft, not eligible for in/off season free agency unless they are on a MLB team's active roster.
Waived paid minor leaguers are listed on your paid minors section of the spreadsheet and retained in your minors roster on Fantrax. There is no getting out of these salaries. Once traded to another team they go straight to the new team's paid minor leaguer section.

You mention draft picks for the 2018 draft and the MiLFA draft, but can you also trade remaining picks in the current draft? Also, just to make sure I'm understanding this correctly, when you trade a minor leaguer they have to stay on your roster until the offseason, right?

I'm proposing not allowing any paid minor leaguers who were paid minor leaguers prior to the Non-waiver trade deadline to be traded after the trade deadline. This is confusing. I will post better wording of all of the above in the next day This doesn't apply to me since I had zero paid minor leaguers or waived guys before this week, but what would stop anyone from just promoting someone from paid minors to the 40-man before the trade deadline then waiving them again after it?

Something that I have struggled with in refining these rules is the balance between complexity, and mimicing the MLB, which is a core intent of this league.
With that in mind, I hope that I have struck a decent balance in the following. Please give me feedback.
Section 6.4.1 - Restricted Trade Period Rules
The non-waiver trade deadline is August 2nd at 11:59 PM EST. The restricted trade period starts August 3rd and extends to midnight of the Sunday immediately preceding the Monday start of the second last week of the JBL regular season (for 2017 this is August 20th)
During the restricted trade period only the following types of assets may be traded: Players that have successfully passed through waivers at any point in the season and are at the time of the trade classified as Paid Minor Leaguers (not on the trading team’s 40 man roster) Players on the unpaid minor league roster (equivalent of “PTBNL” in the MLB) Draft picks for the current Amateur draft, offseason MiLFA draft, or upcoming Amateur draft Salary retention for paid minor leaguers may be negotiated as normal
How to use the Restricted Trade Period:
Note that Waiver Period 3: August 3rd - November 10th. On August 3rd teams should typically consider waiving expensive players whose contracts they would like to shed. If another team claims the player, the waiving team can opt to allow the claim to process, in which case ownership of the player and contract is transferred to the claiming team. If the waiving team does not wish to allow the player to be transferred to the claiming team, they would withdraw the player from waivers - this means the unsuccessfully waived player will not be eligible for trade until the offseason.
If the player processes through waivers unclaimed, the player becomes a paid minor leaguer. He is then eligible to be dealt from August 3rd-20th as part of a restricted trade period trade.

I'm assuming this is going in the constitution. Only thing I can think of adding is saying what can happen with the players after they are traded. In your first response post, you say that once a paid minor league player is traded, they go to the new team's paid minor league roster. I think that should be mentioned

So simply put, MILB to MILB transaction are permitted? Only provided that a paid minor leaguer is part of the deal. There is no dealing an unpaid minor leaguer for another unpaid minor leaguer.

I like it, I assume that if a team does claim your player you can still pull them back and make a trade with the claim winning team. (and that team only)
